1887 - 1901   Justice of the Supreme Court of the North-West Territories

Charles Rouleau was born in Isle Verte, Quebec, on December 13, 1840. He received his education at Université Laval and was admitted to the Quebec Bar in 1868.

He was appointed a District Magistrate in the district of Ottawa in 1876 and a Stipendiary Magistrate and a member of the Executive Council for the North-West Territories on September 28, 1883. Justice Rouleau was a member of the Board of Education of the North-West Territories from 1885 to 1893.

In 1887 Justice Rouleau was appointed to the Supreme Court of the North-West Territories in the jurisdiction of Northern Alberta, Calgary, a position he held until his death on August 25, 1901.
